3E Company Announces Internationalization of Award-Winning MSDS Management System 3E Online-MSDS 5.1 facilitates the delivery of hazard communication information to employees in facilities with multilingual needs. A new user interface supports a wide variety of languages, including English, French, Spanish, German and Italian. 3E Company Announces Enhanced Version of Outsourced Regulatory Reporting 3E announced the availability of an enhanced version of its 3E Compliance Calendar outsourced compliance reporting solution. The new version includes an innovative regulatory compliance research and analysis module that is ideally suited for customers with multiple facilities who need to simplify and centralize environmental, health and safety reporting and permitting. This comprehensive new solution enables customers to meet reporting requirements while dramatically reducing the burdensome administrative work associated with compliance reporting. 3E Company Announces Expansion of Emergency Response Services 3E introduced two expanded Emergency Response (ER) offerings: 3E ER Hotline for Workplace and 3E ER Hotline for Products. 3E ER Hotline for Workplace is available for incidents and events that occur within a customer's workplace, supporting employee safety management, while 3E ER Hotline for Products is available for incidents involving specific products that are being transported, handled or used outside of the customer's workplace and allows the customer to utilize 3E's emergency hotline number on their MSDS and/or shipping documents. How does the EU directive on biocides work?
The EU Biocide Products Directive 98/8/EC (known as the BPD) was issued in February 1998 and was to be implemented in all member states by 13 May 2000. In many ways, the BPD is a precursor to the proposed REACH regulation, which will require the registration of all existing chemical substances in the EU. In order to comprehend the effects of the BPD you must first understand the scope of the directive. To find out more, click here.

What are the proposed changes to EU food additive and flavoring currently being discussed in Brussels?

The US DOT PHMSA's Notice of Proposed Rulemaking on Harmonization was published in the Federal Register. PHMSA proposes to amend the Hazardous Materials Regulations to maintain alignment with international standards by incorporating various amendments, including changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations and vessel stowage requirements. These revisions are necessary to harmonize the Hazardous Materials Regulations with recent changes to the International Maritime Dangerous Goods Code, the International Civil Aviation Organization's Technical Instructions for the Safe Transport of Dangerous Goods by Air, and the United Nations Recommendations on the Transport of Dangerous Goods. Hazardous Waste News: Parties Could Contribute Up To $1.2 Million Under Terms Of Settlement
Federal and New Hampshire officials announced on Aug. 29 they have reached an agreement with Chester Realty Trust, the owner of the Mohawk Tannery site in Nashua, and Warren Kean to contribute to the cleanup of the site. Read the full story here.

EPA Revises Emission Standards for Halogenated Solvent Cleaning
On August 17 the EPA proposed revised standards that limit emissions from existing and new halogenated solvent cleaning machines. Specifically, the rule limits methylene chloride (MC), perchloroethylene (PCE), and trichloroethylene (TCE). In 1994, EPA promulgated technology-based emission standards to control emissions of methylene chloride (MC), perchloroethylene (PCE), trichloroethylene (TCE), 1,1,1,-trichloroethane (TCA), carbon tetrachloride (CT), and chloroform from halogenated solvent cleaning machines. Following the implementation of the rule, EPA evaluated the remaining risk to public health and the environment and is proposing more stringent standards. The proposed rule proposes facility-wide total emission standards. The term ``facility-wide' applies to facilities with emissions associated with halogenated solvent cleaning activities only. Comments are due to EPA on or before October 2, 2006.

New Workplace Fatality Data Released The number of workplace fatalities totaled 5,702 in 2005, down from 5,764 in 2004. The fatality rate also declined to 4.0 per 100,000 employees, down from 4.1 in 2004. Fatal falls declined 7 percent last year from an all-time high recorded just a year earlier. Furthermore, fatal work injuries among roofers dropped sharply, by 44 percent, and fatalities among women in 2005 were the lowest annual total ever recorded by the census. The number of fatalities among Hispanic employees edged up slightly last year because of increased employment by this group. To view the data, click here.

OSHA Revises Respiratory Protection Standard OSHA is incorporating new assigned protection factors for respiratory protection programs into the agency’s Respiratory Protection standard, OSHA announced this week. APFs are numbers that indicate the level of workplace respiratory protection that a respirator or class of respirators is expected to provide to workers. The APF final rule completes the revision of the reserve sections of OSHA’s Respiratory Protection standard as published in 1998, the agency said. An APF table is being included in the final standard to assist employers in the selection of respiratory protection.
